Two Residential Developments Proposed Near Pettyjohn Road: What Does This Mean for Milton?
Two residential subdivisions—Windscape Farms and Symphony Glen—have been proposed just outside Milton in Sussex County. If approved, the projects would bring over 260 new single-family homes, along with infrastructure improvements and a potential multi-use path. Both applications are still under review, and public feedback has raised concerns about traffic, drainage, and infrastructure capacity in this growing area.
Windscape Farms: 49 Homes on 26 Acres
Windscape Farms is a proposed 49-lot cluster subdivision on 26.4 acres along the northwest side of Pettyjohn Road, near the Shingle Point and Gravel Point intersection. It is adjacent to the previously approved Four Winds subdivision, developed by the same applicant and currently under construction.
The parcel includes 22.56 forested acres, with approximately 16.22 acres to be developed and 5.54 acres preserved once the development is completed. According to FEMA flood maps, the site is outside of designated flood zones.

The developer is proposing a shared amenities package with Symphony Glen, though each subdivision may have separate HOAs, as they are submitted as separate applications.
Public comments provided during the meeting voiced opposition to Windscape Farms, citing concerns over traffic volume, drainage concerns, infrastructure strain, and the capacity of local roads & nearby services.
Symphony Glen: 219 Homes on 109 Acres
Side by side to Windscape Farms is another development being proposed as Symphony Glen, a proposed development of 219 single-family homes on 109.65 acres.

A Traffic Impact Study conducted under DelDOT requirements and specifications outlines several improvements and financial contributions required from the developer if these applications were to be approved, including:
Frontage upgrades along Pettyjohn Road
A DelDOT-compliant neighborhood entrance
Monetary contributions to Route 9 improvement projects and programs
Future funding for a future single-lane roundabout at Harbeson, Shingle Point, and Chestnut Roads, when deemed necessary by DelDOT
Future additional monetary contributions for a roundabout at Harbeson and Sand Hill Roads, when deemed necessary by DelDOT
These commitments are projected to exceed $650,000. No additional off-site improvements to Pettyjohn Road were required beyond standard road frontage upgrades by DelDot.
In addition, the applicant is working with the Sussex County Land Trust to establish a multi-use path that could connect the Town of Milton to nearby preserved forest land off the Broadkill site that would run through both subdivisions.
Comments for this development in this meeting included a representative from Habitat for Humanity casting support due to some of the properties being allotted to affordable workforce housing. No other public comments were made.
What’s Next?
Both Windscape Farms and Symphony Glen remain under review by Sussex County and both were motioned to defer action by the commission for now. Local residents are encouraged to follow developments, attend hearings, and provide input as these proposals move forward.
